You are receiving this email as a current awardee/past applicant for federal funding. We are writing to ensure you are aware of a new training requirement and upcoming deadlines, detailed as follows:
In accordance with the White House Office of Science and Technology Policy (OSTP) National
Security Presidential Memo-33 (NSPM-33) all federal research funding agencies must improve and safeguard the research enterprise for research security. UNL and other institutions receiving
over $50M in research funding must have a Research Security Program, which includes required training on several topics. The NSPM-33 initiative began several years ago, in response to concerns over foreign influence in U.S. research. These finalized requirements
were completed as a bi-partisan effort intended to safeguard and secure the U.S. research enterprise.
The Office of Research and Innovation (ORI and Research, Compliance, Integrity, and Security (RCIS) have been working over the course of the last year to evaluate the available trainings both federally and internally while focusing on a two key goals:
- First, to reduce burden/confusion and hours of time being spent completing various training needs.
- Second, to provide the best possible training for our campus. The training landscape for research personnel is significant,
and the NSPM-33 (research security) trainings developed and offered by federal sponsors take anywhere from 2-4 hours and only cover a couple of specific topics. These trainings leave other topics unaddressed that are still required for other federal purposes,
or because of the evolving federal requirements, create serious challenges in quickly meeting new changes and directives.
With this in mind, we have decided on a “Responsible
Conduct of Research (RCR) for All,” approach. Therefore, moving forward, UNL requires all research personnel (faculty, staff, and graduate students) to complete UNL’s customized responsible
conduct of research online training, which includes training on research security. This mandatory training is necessary to satisfy multiple federal requirements that are intended to educate on research integrity standards and safeguard the academic research
enterprise against the misappropriation of U.S. research and development through inclusion of research security training. The training is available in Bridge.
What does this mean for you/what should you do?
A couple of federal funding agencies have been leading the way in articulating research security requirements and associated trainings.
1. If you are currently funded or anticipate submitting a funding proposal to the National Science Foundation (NSF), Department of Energy (DOE), or the Department of Defense (DOD), you must complete the online
RCR training before October 10, 2025. NSF and these initial funding agencies have stated they will not accept funding proposals if submitters cannot certify research security training has been completed within the previous 12 months. The
UNL Office of Sponsored Programs will not be able to submit your proposal(s) if key personnel have not completed the training. Once you complete the training, this information will be uploaded from Bridge, into NUramp and your training information
will display within the Sponsored Programs module in NUramp.
- We have pre-registered you for the training in Bridge already, it should be loaded and available in your Bridge account and
you should have received an email from Bridge directly.
- Research personnel are required to complete the comprehensive RCR training every 4 years, which includes a quiz at the end.
On average, most users will be able to complete the training in approximately 1.5 hours. Additionally, an annual refresher training must be completed, which does not include a quiz. Most users will be able to complete the refresher training in less than
30 minutes.
2. If you are currently funded by or anticipate submitting a funding proposal to the National Institutes
of Health (NIH), United States Department of Agriculture (USDA), Department of Education (DOEd), Department of Justice (DOJ), or other federal sponsors you must complete the online RCR training before January 25, 2026. NIH
and some of these funding agencies are following similar processes as noted above and training must be completed within the previous 12 months. The UNL Office of Sponsored Programs will not be able to submit your proposal(s) if
key personnel have not completed the training. Once you complete the training, this information will be uploaded from Bridge, into NUramp and your training information will display within the Sponsored Programs module in NUramp as below).
- We strongly encourage you to complete the online RCR training as soon as possible, with the overall deadline of completion
before January 25, 2026.
- We have pre-registered you for the training in Bridge already. It should be loaded and available in your Bridge account, and
you should have received an email from Bridge directly.
3. All other research (funded or unfunded). By Fall 2026
(the end of October 2026), we will require all other research personnel (including graduate students) to have completed the online RCR training. However, this is an evolving area, and if certain agencies stipulate otherwise, we will provide notifications about
completing the training earlier.
